ISO 17712:2013: ISO Certificates for High Security Seals & ISO History

What does ISO mean?

The word ISO may carry different meanings depending on the situation in which it is applied.
Here are the primary definitions:

International Organization for Standardization
In most cases, ISO stands for the International Organization for Standardization, a global institution that creates technical standards.
These standards help ensure that products and services meet safety, reliability, and quality requirements across industries.

Popular certifications: ISO 9001 focuses on quality, ISO 14001 addresses environmental practices, and ISO 45001 deals with workplace safety.

Did you know? The term “ISO” originates from the Greek word isos, meaning “equal,” symbolizing consistency and uniformity across countries.

When was ISO born?

The International Organization for Standardization (ISO) was officially founded on February 23, 1947.
However, its origins date back a few months earlier:

October 1946: Representatives from 25 countries met in London at the Institute of Civil Engineers to discuss the future of global standardization after World War II.

Formation: During this meeting, they agreed to establish a new international body to replace the former ISA (International Federation of National Standardizing Associations), which had been active since 1926 but ceased operations during the war.

First standard: Although ISO was created in 1947, its first official standard, ISO/R 1:1951 (reference temperature for industrial measurements), was published in 1951.

ISO 17712:2013

ISO 17712:2013 is the international standard that specifies the requirements for mechanical security seals used on cargo containers.
It plays a crucial role in global trade—especially in maritime transport—by helping prevent tampering, theft, and unauthorized access.

Seal Classification:
The standard categorizes seals into three types based on their strength:

Class I (Indicative): Light-duty seals that can be easily broken by hand or cut with scissors; used only to show if a container has been opened.

Class S (Security): Medium-strength seals that require basic tools for removal.

Class H (High Security): Strong, high-security seals such as bolt or cable seals, which can only be removed using heavy-duty cutters. These are mandatory for many international shipments, including those to the United States under C-TPAT requirements.

C-TPAT requirements

The Customs-Trade Partnership Against Terrorism (C-TPAT) is a security program developed by the U.S. Customs and Border Protection to safeguard the global supply chain from terrorism and smuggling risks.
Participation is voluntary, but companies must prove strong security practices in return for benefits such as reduced inspections and quicker customs clearance.

Minimum Security Criteria (MSC):
To achieve and retain certification, businesses must comply with several key requirements:

Business Partner Security: Establish documented procedures to evaluate and monitor partners (suppliers, transporters, warehouses) based on risk.

Procedural Security: Maintain documented processes for cargo handling, documentation, and shipment integrity.

Mutual Recognition (EU AEO):
C-TPAT has a mutual recognition agreement with the EU’s Authorized Economic Operator (AEO) program, simplifying trade procedures between the U.S. and Europe.

Main requirements of the 2013 version

ISO 17712:2023 introduces stricter requirements compared to earlier versions, particularly the 2013 update.

Mechanical Testing (Clause 5): Seals must successfully pass tensile, shear, bending, and impact tests conducted by laboratories accredited under ISO 17025.

Tamper Evidence (Clause 6): The seal must clearly show visible and irreversible signs if any tampering or opening is attempted.

Manufacturer Certification (Annex A): Compliance is not limited to product strength; manufacturers must prove they follow strict security procedures to prevent theft, misuse, or duplication of seals.

Identification Requirements: Each seal must carry a unique serial number, the manufacturer’s logo, and a clear marking of its security classification (such as “H” for high security).

Why ISO 17712:2013 H is important

Many shipping lines and customs authorities refuse to accept containers that are not secured with an ISO 17712:2013 H-certified seal.
Using compliant seals not only improves security but also helps reduce inspection times and limits the shipper’s legal risks in case of missing cargo.

However, simply marking a seal with the letter “H” does not guarantee compliance. To verify authenticity and performance, three essential pillars must be checked:

1. Required Supplier Certifications:

Clause 5 Certificate (Mechanical Strength): A test report issued by an independent laboratory accredited under ISO 17025, confirming successful mechanical testing.

Clause 6 Certificate (Tamper Evidence): A declaration confirming the seal is designed to show clear evidence of tampering if interference occurs.

Annex A Certificate (Security Practices): Documentation proving the manufacturer follows strict procedures to prevent theft, misuse, or duplication of genuine seals.

Laboratory Tests (Clauses 5 and 6)

“H” (High Security) seals are literally tortured in the laboratory to simulate every possible attack:
Tensile Test: The seal is pulled until it breaks; it must withstand high loads.
Shear Test: Resistance to the blades of large shears is tested.
Bending Test: The nail or cable is bent repeatedly to see if it breaks easily.
Impact Test: The seal is hit at extreme temperatures (even below freezing) to ensure it doesn’t become brittle and shatter.
Tampering Test: Experts attempt to “rip” the seal without breaking it (e.g., using heat or thin tools). If they manage to do so without leaving visible marks, the test fails.

Field verification: the VVTT method

Once the seal is received, customs and logistics operators use the VVTT procedure to ensure everything is in order:

V – View: Check the seal for any abnormal scratches, glue marks, or deformations.
V – Verify: Compare the number on the seal with the one on the packing slip.
T – Tug: Pull firmly to ensure the locking mechanism is properly engaged.
T – Twist: Twist the seal (if it is a screw seal); it should not unscrew or have excessive play.

Who issues the ISO certificate (1/2)

The ISO certificate is not issued directly by the ISO organization (which only writes the standards), but by private entities called Certification Bodies.

Here’s how the chain of command for obtaining a certificate like ISO 17712 or ISO 9001 works:
1. Certification Bodies (Audits)
These are specialized companies (such as RINA, DNV, Bureau Veritas, TÜV, SGS) that send their auditors to the company.
These experts verify that the processes or products (such as security seals) comply with every single point of the standard.
If the outcome is positive, they issue the certificate.
2. Accreditation Bodies (Control)
To prevent anyone from printing fake certificates, certification bodies must also be “authorized.” This authorization is called Accreditation.
In Italy, the only national accreditation body is ACCREDIA.
A certificate is valid internationally only if the issuing body is accredited by a member of the IAF (International Accreditation Forum).
3. Testing Laboratories (for ISO 17712)
In the specific case of ISO 17712 (container seals), the process is twofold:
An ISO 17025-accredited laboratory performs physical tests (tensile, shear, impact) and issues a Test Report.
The Certification Body evaluates the production processes and laboratory reports to issue the final certificate of conformity.

How to tell if a certificate is genuine?

The certificate’s letterhead must contain two logos:
The logo of the auditing body (e.g., TÜV).
The logo of the accreditation body (e.g., ACCREDIA or its foreign equivalent).

How long does an ISO certificate last?

An ISO certificate (such as ISO 9001 or ISO 17712 for security processes) typically remains valid for three years.
However, certification is not maintained automatically; companies must follow a structured audit cycle to ensure ongoing compliance.

Certification Cycle:

Year 1 – Certification Audit: A comprehensive initial audit is conducted to obtain certification. Once approved, the three-year validity period begins.

Year 2 – Surveillance Audit: An annual audit is required to confirm that the system continues to operate effectively.

Year 3 – Second Surveillance Audit: Another yearly audit ensures continued compliance.

Renewal: Before the certificate expires, a recertification audit must be completed. If successful, a new certificate is issued for another three-year period.

Exceptions and clarifications

Product Test Reports (ISO 17712 Clause 5):
Test reports for mechanical seals do not usually follow a fixed three-year validity period like ISO certificates. However, major logistics companies and customs authorities often require that testing has been carried out within the past two to three years, or whenever there is a modification in the seal design.

Suspension or Revocation:
If, during a surveillance audit, the certification body identifies serious nonconformities and the company does not take corrective action, the certificate may be suspended or even revoked before its official expiry date.

The ISO/IEC 17025 standard

ISO/IEC 17025 is the international standard that sets requirements for the competence, impartiality, and proper functioning of testing and calibration laboratories.
Unlike ISO 9001, which focuses on general business processes, ISO/IEC 17025 ensures the accuracy and reliability of technical measurement results.

There is no single global headquarters dedicated solely to ISO/IEC 17025, as it is implemented by thousands of laboratories worldwide. However, its global recognition is supported by coordinated international and national systems.

International Coordinating Bodies:

Load Securing. How to Pack a Pallet.

Achieving an efficient shipment requires a solid packaging culture at every stage. Load Securing, especially in terms of stability, is a key factor to guarantee safe and uninterrupted transport. Understanding How to Pack a Pallet correctly helps prevent damage, delays, and unnecessary costs.

Below are the essential steps to ensure proper Load Securing and to understand How to Pack a Pallet effectively:
a) Select suitable cardboard boxes, preferably double-wall cartons, as they offer higher resistance.
b) The box dimensions must be designed so that the goods inside have no room to move. This optimizes the overall pallet volume and improves Load Securing.
c) Use treated pallets. Wooden pallets intended for international trade undergo phytosanitary treatment to eliminate potentially harmful organisms.
d) To achieve correct Load Securing, palletize the cartons up to the edges of the pallet, without exceeding its dimensions.
e) Fill any empty spaces with bubble wrap so that the completed pallet is as compact as possible.
f) If required, use pallet covers suitable for the type of goods being shipped.
– Standard pallet covers with rings along the lower edges to secure them to the pallet using numbered security seals.
– Thermal pallet covers for goods sensitive to temperature changes.
– Waterproof pallet covers.
g) Pallets loaded onto a vehicle, such as a container, must not have empty spaces between them. Use air-filled dunnage bags to prevent harmful load movements.
h) Loaded containers must be sealed with high-security seals certified according to ISO 17712:2013

All these measures are essential for effective Load Securing and for maintaining a high level of customer care service. At the same time, they help reduce complaints, emails, and claims. A well-organized shipment allows your Brand to be recognized as reliable, efficient, and professional.

Palletizing Goods on a Pallet.

Knowing How to Pack a Pallet and palletize goods correctly helps minimize risks during transport and ensures that products arrive at their destination in perfect condition.

LeghornGroup has been operating in the logistics sector for many years and has gained strong expertise in Load Securing and tamper prevention during transport.
In practice, this means making the load as safe as possible.
This also requires careful selection of the most suitable packaging and protection solutions.

Choosing the Right Pallet.

Since pallet return is generally not expected in most domestic and international shipments, the ideal solution is to choose a pallet that is as light as possible, without affecting the overall load weight, yet strong enough to withstand impacts and cost-effective.
Both pressed-wood pallets and plastic pallets can be used.
It is essential to comply with the FAO ISPM 15 regulation, which governs wooden packaging materials for international shipments.
In addition, each country applies specific restrictions to protect its territory from contamination or parasites.
For this reason, using a lightweight plastic pallet may help avoid the risk of goods being stopped at customs due to regulatory non-compliance. For frequent shipping cycles, pressed-wood pallets are recommended, as they are slightly more expensive but significantly more robust than plastic pallets.

How to Position Goods on a Pallet.

When stacking cardboard boxes, it is always advisable to use double-wall cartons, as they are more resistant and improve Load Securing.
Placing a sheet of corrugated cardboard on the bottom of the pallet helps protect the lower layers from moisture and distributes weight evenly across the pallet surface.
Another important rule when learning How to Pack a Pallet is to place heavier boxes at the bottom and lighter ones on top.
This prevents dangerous load collapse.

Boxes should be positioned as close as possible to the edges of the pallet, without exceeding them.
This provides maximum pallet stability and reduces the risk of tearing or damaging the cartons.

Avoid building a pyramid by placing smaller boxes on top.
The most effective solution is to alternate large and small boxes to create a cube-shaped structure.
In practice, Load Securing is achieved by making every step of the process as safe as possible.

External Protection of the Pallet.

Once the goods have been positioned correctly, the next step is external protection.
Start by wrapping sharp edges and cutting surfaces with bubble wrap or polyethylene rolls.

Then cover the entire load with stretch film to keep the goods compact.
After that, use strapping to secure the load to the pallet.
One single pass is sufficient when fixing a single carton, while two passes are required when multiple cartons are present.

When shipping loose goods or cartons containing small items, it is recommended to use corner protectors for strapping.
This prevents damage to both the cartons and the goods during Load Securing.

Pallet Covers.

There are three main types of pallet covers used for Load Securing:
a) Simple nylon covers with eyelets at the base, secured to the pallet using numbered security seals. These covers help prevent tampering or theft during transport.
b) Thermal covers that maintain temperature stability for a limited period.
c) Waterproof covers designed to prevent rainwater infiltration that could damage the cartons.

All these pallet covers and related security seals are manufactured by LeghornGroup.

How Pallets Must Be Loaded into Containers

According to the International Maritime Organization circular no. 1497 dated 16/12/2014, containers must be loaded correctly to ensure maximum Load Securing.
This regulation aims to prevent cargo damage caused by load shifting inside the container, which could trigger chain reactions during sea transport.

Once the pallets are correctly prepared, container stability must be ensured by eliminating empty spaces between pallets using air-filled dunnage bags (Air bags).

How to Seal a Container

Sealing a container is essential, regardless of the type of goods transported.
High-security seals such as bolt seals, cable seals, or barrier seals manufactured by LeghornGroup and certified according to ISO 17712 standards should always be used.
These seals are suitable for containers, trucks, and trailers.
LeghornGroup provides a complete range of high-security container seals compliant with ISO 17712:2013.

For maximum Load Securing, the use of passive RFID seals is recommended.
These seals can indicate the container status when read: open, closed, or tampered.
These three pieces of information are ESSENTIAL to ensure correct and secure container closure.

Final Checks

Before opening the container, always check that the seal matches the shipping documentation.
Seal model
Color
Numbering
These are the first details that must be verified.

Open the container carefully, as the load may have shifted and could fall.

There are additional factors to marine pollution which include not only the effects of oil and harmful gas emissions but also garbage generated on the ship during normal operation. In fact, among these there are also garbage of plastic, synthetics, oil rags, cardboard boxes etc., which are equally harmful for marine organisms and environment as is oil to the sea. It is therefore necessary a garbage management plan on ship.

The garbage management plan on ship must be maintained by a responsible officer together with 2nd engineer (engine department).

Managing the EMPTY containers reaches the crisis point.

Shipping companies want and must put empty containers outside terminal areas. Large areas of ports and terminals are used by temporarily deposited empty containers but also for long waiting periods for a buyer or lease taker. These containers occupy public spaces bringing to an over-stock container problem also known as overabundance of containers.

According to some estimates, up to 30% of commercial traffic is dedicated to moving empty containers. The transport of the empty container constitutes a cost for shippers and end-users and an ecological cost constituted from the overcrowding of container in public areas. Keep in mind that a shortage of empty containers in Asia has been reported to meet export needs. However, shipping companies have been unable to evacuate the amount of empty containers required to reduce congestion.

With empty import containers that cannot be removed, the effect of the flow on the supply chain becomes huge. This results in a massive increase in re-routing alerts for empty containers.

Problems can be sum up as follows:

the high cost of sending them when they are empty

the high cost of storage within public spaces

the social costs involved in occupying public areas for long periods such as ports and distribution centres.

Shipping companies must urgently schedule large amounts of empty stacks in empty container parks to reduce congestion. One solution would be to organise dedicated vessels for evacuating empty containers. Importers should discuss with their shipping companies the costs of storing empty containers. Practically speaking, if you can’t pick up the container on time, these costs will be covered by the final cost of transportation.

We often hear about cargo seal in the world of shipping. But what are they?

Cargo seals are strictly linked to cargo shipping. Cargo shipping is the transport of goods by specialized ships that carry different types of goods such as oil, scrap metals, white-goods, iron ore, diesel and petrol, food and drink, electrical and electronics equipment, raw materials for manufacturing and commodity bulk cargo such as coffee.

The majority of consumer goods are carried by container ships which are sealed with cargo seals. It’s about 20-foot long containers, known as twenty foot equivalent units (TEU). The largest vessels commissioned in 2019/2020 can carry up to 23,000 TEU and these are deployed predominantly on the most profitable China-US Pacific routes.

The COVID-19 pandemic has caused major fluctuations in trade across the world, and this affected container shipping and carriers. Profits have improved substantially, in some cases by record margins, as consumer demand has boomed, coinciding with high freight rates and low bunkering prices. Also cargo seals have been affected by high increases. However their cost remains irrelevant compared to their service/use.

Cargo seals must be compliant with ISO 17712:2013 (High security container seals).
They are divided into two large groups:

Traditional cargo seals (mechanical seals)

RFID cargo seals ( with RFID technology)

The motorways of the sea are valuable element of our traffic. 33% of the Italian trade transport goes by sea and 52% by land. In 2020 they have recorded 105 million of tons detecting a -7% compared to 2019.

In the Italian ports, 35% of the rolling traffic comes from or is intended for foreign countries. A study carried out by SRM has highlighted that for each tone handled in ports by the motorways of the sea, 44kg of CO2 are eliminated.

The liquid bulk for Italy represents the most strategic category since it is the more meaningful in terms of volumes.

With more relevance to import operations, in 2020 157 millions of tones were handled, in particular related to the refining demand of oil products and energy. Motorways of the seal are a strategic solution to contribute to environmental rehabilitation.

Trieste, Augusta, Cagliari, Milazzo and Genoa represent 69% of the entire national liquid traffic. Trieste, with 37,6 million tons, confirms its first position as the Italian port with the higher handling volumes. Augusta and Cagliari come next.

Concerning containers, Italy remains steady to 10 million TEU for several years now. 2020 marked however a change since, thanks to the performance of Gioia Tauro (+26,6% in 2019), the transhipment trend compensated for the reduction of gateway ports (-8,3%).

PRE-CLEARANCE: THE DECLARATION AT SEA What is it?

Through the declaration at sea procedures, goods can be cleared at sea before being unloaded from sea-going vessels. In this way motorways of the sea become a cheaper way since goods on board are already cleared and ready – allowing agreat save on time. All these procedures are strictly linked to the use of RFID e-seals.

In-transit freight theft has always been of great importance, since in addition to the damage caused by the missing goods, a whole series of collateral damage are added such as the interruption of the supply chain, or the identification of the responsibility for the theft.

The worldwide losses in relation to the freight theft are also difficult to quantify because the system for quantification of the damage is not always classified in the same way.

According to some observers, losses are around 30 billion dollars a year. To this figure the indirect costs arising from theft must be added such as the time required to replace the stolen product; loss of the sales; Company’s loss of image, which still does not timely deliver.

Another serious consideration is related to the theft of goods such as tobacco, alcohol or pharmaceuticals. In this field in addition to the damage already mentioned it must be added the risk of product sales to minors or any other person considered unsuitable to the use of potentially harmful products. Organized crime has the ability to move with great speed and in a few hours can repackage the stolen goods, fill new cargo manifests and reload it on another vehicle.

All this even before the theft is reported and that law enforcement officials start to move. In addition, there is also a low risk of being detected and identified, if apprehended.

How to stem this?

Technology is not the magic wand that can defeat the freight theft alone.
An effective security system must be well planned and must include geo-location systems, electronic seals and highly trained personnel. GPS systems greatly improve the detection of the stolen vehicle and can discourage less experienced criminals.

Electronic seals can warn you if they are tampered with and as a result they give you the opportunity to intervene almost immediately. Currently, the market offers electronic seals that are activated only at the time of their closure and, if tampered with or removed from their position, they warn you with a SMS message. These security products are a valid response against In-transit freight theft.

As soon as the loading is completed, the vehicle must be immediately sealed and the seal number listed on the appropriate documents.
The correct closure of the seal must be performed by trusted personnel and rechecked at least a second time, trying to force it with your fingers.

All the LeghornGroup technical sales staff is at your disposal to clarify any doubts and to help you in choosing the most appropriate security seal for your vehicles.

Key Insights into Container Shipping Companies.

In the ever-changing realm of global trade, Container Shipping Companies have undergone a significant metamorphosis since the advent of containerized cargo. LeghornGroup, an innovative manufacturer of security solutions established in 1978, has been an instrumental part of this transformative journey. Our focus now shifts to the 20 most influential entities steering the container shipping industry in 2024.

In the initial stages of containerization, ships with modest capacities, often a few hundred TEUs, marked a substantial departure from conventional cargo handling methods. However, the escalating demands of global commerce prompted the development of larger, more sophisticated vessels. The 1970s witnessed the emergence of Panamax ships, boasting a capacity of approximately 4,000 TEUs and setting a new industry standard.

Successive eras saw the rise of Post-Panamax and New Panamax ships, consistently pushing the limits of container ship sizes. A pivotal moment arrived in the early 2000s with the introduction of Ultra-Large Container Vessels (ULCVs), surpassing 10,000 TEUs. These colossal ships revolutionized the logistics landscape, fundamentally reshaping efficiency and scale in maritime transportation.

In the contemporary landscape, the title of the largest container ship is held by the MSC Irina, an immense vessel capable of accommodating a staggering 24,346 TEUs. The change in vessel dimensions mirrors the relentless drive for efficiency and capacity pursued by container shipping firms on a global scale.

In the midst of this dynamic scenario, our examination of the top 20 container shipping companies globally in 2024 aims to spotlight the key players actively shaping the trajectory of worldwide trade.
Join us as we navigate through the intricate web of container shipping, meticulously examining the companies that stand out in this ever-evolving maritime panorama.

Explore the top 20 container shipping companies and discover a dynamic industry orchestrating global trade.
